Like Justice Scalia's recent Sicillian gesture, Patriot Rove's actions here give homage to his native (Texas) roots. In Texanese, the thumb to the nose with the other fingers extended means, "I love America!"

Hah!
Actually, I'm in Texas, and that's a pretty wussy gesture. We don't go in for any of that down here.
It's the Scalia (middle finger) or nothing.
