If people are focused on "the villains" at AIG, their outrage is alot easier for those in power to direct and control.
If they're mad at "the system," it's a whole different story.

Still, it does seem like pandering to every swing of public outrage is at an all-time high right now.

Oh, it is. It's not just about getting on the right side of the Repub/Dem thing. It's about staying off the wrong side of the public.
And the best way to do that is to loudly exclaim their anger to give the perception of being on the same side.
