When scaring the crap out of people has worked so well you kind of stick with what you know. The NRA has used the "they're gonna take your guns" schtick for so damn long no one even questions it. Like "who" is going to take your guns? "How" are they going to take all the guns? "Why" would they take everyone's guns?
Ooga Booga is the same damn way. After 9/11 all you have to do is push that "terror" button and you'll get half of population without even working up a sweat.

If I remember correctly, Cheney said pretty much the same thing before the 2006 elections, and it didn't pay off for the Republicans.
If someone is successfully scared into buying a gun, at least they have a gun to show for it. It's real and tangible. Cheney offers nothing but fear for the sake of fear with these remarks.
Anyone who a) is likely to believe what Cheney says or b) lives in perpetual fear was already highly likely to vote Republican anyway.

I really think he believes it. But I also really think he is a delusional scaredy pants. His fear has driven policy as much as anything during the last eight years.
