Bush can't say 'we're leaving Iraq' because he has no intention of ever leaving. The trick will be finding a successor to keep the project going.

Whatever Bush says is always conditional. 'We'll leave Iraq when the conditions are right' i.e. when it fits his definition of a stable America friendly democracy. Does he really believe that will ever happen?
