McChrystal, "to the cities."

Now, this makes some sense with the troop limitations, but I can't seem to avoid thinking of the parallel to the Soviet attempts at Afghan occupation. (Of course, no one's sending in the manpad (anti-aircraft) this time the way the US did to the Soviets.)
