The military base in Ecuador almost certainly will go to Colombia.
The likely substitute in Colombia has an ugly past:
"The base had been “decertified”—barring it from receiving direct U.S. military assistance—since January 2003, when a Colombian court implicated planes from Palanquero in the 1998 bombing of a town in eastern Colombia in which 18 innocent civilians were killed. "
Not surprisingly, the base was re-certified a few months ago.
Panama has been making quiet moves away from the US military for about two years now, and is moving toward a more regional set of alliances.
