It's not that they're just so low, it's that our expectations are so mutable. As you said If Obama acted like Bush the media would rip him. Likewise, if Obama had confused Shia with Sunni on multiple occasions. The corporate media actually hold Obama to a higher stander... They expect more from him than they do from Bush or McCain.
If Bush displays emotional retardation, or if McCain dithers and contradicts his own voting record, they have met expectations and are not criticized. Obama, however....

I think part of that on Obama is kinda understandable in that the lack of experience makes him more an object of concentration, but there are also the broader coverage issues regarding Dem/Repub, etc.
It's part of the "definition phase" Obama.
They know Bush is a rube and that McCain is an ass.
