Sooner or later they're gonna run out of bodies to kill. I read somewhere that it takes about 40% of the population to notice a "problem" before winds start changing. Perhaps Iraq just isn't there yet.

24 million before the invasion. Somewhere around 1.2-2 million are known to have left the country. The killing will have to go on for quite some time to hit your40% level.
