Israel has asked the Bush administration to speed delivery of short-range antipersonnel rockets armed with cluster munitions.....
But some State Department officials have sought to delay the approval because of concerns over the likelihood of civilian casualties....

No kidding, doesn't sound like the kind of weapon to keep civilian injuries to a minimum.

Likelihood? I'd call it inevitablility. Hey, why don't they get the people in the factory to sign them. Or better yet, their kids!

Also note that these aren't described as precision guided(although I would bet they are.) Probably State Dept sources against the sale.
And, cluster munitions are only "anti-personnel" weapons designed to incapacitate or kill anyone within the dispersion radius. Generally, that radius is not controllable, so if the Israelis drop it in a town, there is a high "likelihood of civilian casualties."
I can't believe that the US is keeping up it's role as supplier so publicly. This isn't like the airlift of munitions when the Israelis were being overrun, this is supplying an aggressor army.
