Just before the televised healthcare summit, the Obama administration and Senate Dems pushed through the stripped down jobs bill with some Republican support.
It was not so much about the bill items themselves. It was about cracking the Repub block and claiming the mantle of "bipartisanship" before the Republican leaders sit down for the televised meet.
It undercuts the Republican leadership a bit.

I think it was mostly about just passing something -- anything -- related to jobs.
Congressional Dems are not happy about the renewed focus on health care right now. They want jobs jobs jobs.

Makes sense. Healthcare enactment is years off, so they get the flak without benefit, and are looking at facing angry constituents on the trail.
They remember the "tea party summer." they want something to say.
