He needs to foster his reputation within the spy community, but he is also following the wishes of President Obama. President Obama does not want this fight. He does not want these investigations. He does not want the public's focus derailed by the TV extravaganza of a public flogging of the past administration.

Yeah. I've thought that, too. That some of the "internal" administration conflict is to placate us before they make a decision less popular with supporters.
Making it look thought out or deliberated softens the blow.
