Wow, I hadn't even heard that. I doubt it is a stunt as it is not a good strategy to expect the police to do their job here.
Quite the opposite: I'm guessing he is surprised. The wheels of justice move extremely slow here. He could spend weeks/months just waiting to be arraigned.
