On Specter's votes
I don't really think the Dems can completely count on any votes from Specter, but, at the same time, he will also no longer face the arm twisting of the Republican leadership.
I think he'll feel pressure to publicly "prove" his independence, but he's also now beholden to the Dems for money and reelection infrastructure.
(Also, How much would you like to be in the room the first time the Republicans feel they need Specter's vote.)

This will be interesting. Will there be a pre-election Specter and a post-election Specter (assuming he's re-elected)?
Specter has a history of talking a good talk (moderate) but when it comes time to vote, he goes all wobbly and backs the GOP leadership. Not every time, of course, but often. So the question is, will his voting record more accurately reflect his public rhetoric now that he's not caged by the Republican party machinery?
(Stray thought.. I haven't been paying that much attention the news lately, but did Harry Reid die and I just didn't hear about it? Given his position in the senate, he just seems oddly mute. Am I missing something?)

Yeah. That was the question I was kinda trying to get at. How much of Specter's wobbliness was due to party pressure?
And Harry Reid's around. HE's just decided not to be spokesman for anything.
