"Burrowing"

On the other side of the transition, the WaPo has a nice piece about the Bush administration "burrowing" its political appointees into top career civil service jobs just below the appointment level creating a career senior level administrative inertia against any new Obama appointees.

  • I read this too. The first thing that crossed my mind is, what would stop an Obama administration from reorganizing agencies and departments so that these folks are employed, but irrelevant? Promoted, even... to Head of Diplomatic Stationary and Typography, or some such thing.

    Just a thought.

  • Probably the only real answer.

    I'm not really clear on all this, but I would guess they're now protected under civil service, so firing them outright is nigh impossible, so it's either move them to "special projects," force them to put their names on stuff they can't palate, or make their work environment so miserable that they want to leave.

    But, yeah, I wouldn't doubt that to a minor (below the radar) degree, your suggestion happens.

  • My take, therefore, is that this just another example of George (F.U.) Bush being a prick, rather than anything that results in truly undermining the Obama administration.

  • Right. And doing favors for folks that might be able to help his business buddies later. If you read these, alot of them are in agencies that directly impact business.
