Afghanistan, Pakistan, India and the bombings

Yesterday I wrote a bit of a background piece on the very complicated relationship between India, Pakistan, and Afghanistan.

Today, President Karzai's spokesman repeats the charge that Pakistan was behind yesterday's embassy bombing apparently without, you know, any actual evidence
"The sophistication of this attack and the kind of material that was used, the specific targeting, everything has the hallmarks of a particular agency that has conducted similar attacks inside Afghanistan. We have sufficient evidence to say that," Hamidzada said. "The project was designed outside Afghanistan. It was exported to Afghanistan."

It wasn't just one comment. The Karzai government issued an official written summary of their cabinet meeting, (AFP)
"The terrorists no doubt could not have succeeded in launching such an atrocity without full support of foreign intelligence," the summary of the cabinet meeting released Tuesday said, citing the report.

The Karzai government really wants it public that Pakistan was behind this terror attack on the Indian embassy. (To get the Indians to commit to more "reconstruction funds" he can dole out to stabilize his wobbly government before the next election?)

The Pakistani PM condemned the attack.

(And the US-India nuclear deal is moving forward.)

  • Most likely somebody sees another way of pressuring Pakistan. Increased Indian involvement will just make things worse.

  • Yeah. I'm not hugely versed on the very complicated India-Pakistan relationship, but that's kinda my feeling.

Karzai appears to be wanting more India, and I don't see a way that plays out well for US and NATO soldiers who are fighting Karzai's battles. (It's not really clear where the US stands)

It's important to note the terms "agency" and "foreign intelligence". The ISI is not a typical intelligence service under civilian control.
He's indicting the ISI, not Pakistan itself. The Pakistani government does little more than offer suggestions to the ISI and approve the budget, and the government is, quite frankly, afraid of the ISI. So, of course the Pakistani PM condemned the attack. It's out of his hands.

India's role is not one of 'reconstruction', but rather one of neutralising the militant influence in the north by controlling Jammu and Kashmir. The tribal groups in the north are amenable to Indian influence; those in the south are not. India is doing it's "job", which is why the ISI is trying to destabilise the south.

  • Certainly true, but the politics and blowback involve the whole country.

and, that's why I put "reconstruction funds" in quotes. There's money flowing in from India to the north, as you point out, but also as economic ties into Kabul.

And they support Karzai and his cronies.
