At this point in the game, anyone willing to play ball in the Bush Administration is someone who can only make it off the patronage of other members (and organizations) in the cult of true believers. They are incapable of making it in the real free market because they are incapable of actual critical thought; they are, as we have seen, corrupt, inept and utterly devoid of ethics.
Gates may not want to chuck his fate to that lot. His public statements have often been at odds with the wagon circlers and reality-deniers.
Like any crime family, those willing to take it for the family will be taken care of later. For some, the assurance of a revenue stream is enough to cash in their character chips. For others (Gates), the decision to sell their soul is not that easy. And then their or the Judases (Tenent). Those who have taken their thirty pieces of silver but don't want the curse that comes with it... then again, they don't want to give back the silver either.

I don't have a really good feel for Gates.
Maybe he does agree, but is smart enough to leave out enough contradictory quotes so that he can later claim deniability.
Because coming in as late as he did, he can always claim patriotism, "I did the best I could with their plan."
