After making my last comment I re-read The Rime of the Ancient Mariner." I'd have to say Colin Powell is the Ancient Mariner of the Bush Administration...
After engaging in an egregious act (testifying falsely before the UN in the run up to the war) he is forced to suffer on board the ship (stays with the administration) before he is released (not part of term 2) and forced to tell his tale throughout the land (speaking out against the "evils" of the administration).
It's almost uncanny, really...

That's a bit deeper than I went.
I was thinking he was "putting his signature" on Baghdad.
