Actually, that is what he's doing in Central America. He's trying to negotiate US aid and trying to get bilateral exemptions from the International Criminal Court.
So, yeah, even at the volcano, Rumsfeld is trying to protect torture.

I'm with Lew: easier to dodge questions down there, esp. if he can't be found at all.
Maybe next he'll hit the Dominican for a little action with Rush and the boys. Or was it Costa Rica?

I'm sure that's why he's there, but if that doesn't typify what's wrong with this admin. Things are going to crap, people are dying, and they're sending the secdef away for political reasons?
