All day today CNN has been running a feature on this "new" RNC ad campaign featuring terrorists, Bin Laden and fear.
The bottom line, a tiny ad buy ($20,000) and a prominent mention on Drudge was enough to get the news media to repeat the unproven statement that Republicans are "stronger on terror."

I think this plan backfired. The conventional wisdom seems to be that the add highlights the Repubs impotence on terror, not it's fantasised virility.

Hard to say. I think I agree with you, overall, but it depends on who they were targeting. If they were after some target subset, it might have still done the job, but as for overall impact I think you're right.
That's probably why they did it with this weird small buy, big hype model, so the subtext message gets out when the talking heads discuss this commercial, but the commercial itself doesn't really get seen.
