My guess is that Annan was discussing the Universal declaration of Human Rights. As he does do often, Bush's speech cherry picked the top, but there's that nasty article 6 which forbids torture and outrages on dignity in very near wording to Geneva.
This is not the America I was brought up to believe in.
This blog seeks to highlight abuse of power, deception, corruption, and just plain bad ideas in government and corporations.
