Do you think that any action against Iran will involve Congress? Or has Bush all the loosely-interpreted, legal justification he needs?

That's a good question. Recent history says that he doesn't HAVE TO consult congress for a rapid action.
Examples, Clinton bombed Sudan, Afgnanistan, and Iraq, although Iraq did have the previous resolutions behind it.
Let me rephrase, I think he might consult with a few leaders, for a one off bombing campaign, but if it's large, I would think they would try to pass something. (which would probably have to be done before the 2006 congress ends. So, into January?)

Not a bad guess. You may be right. If they choose to pass legislation, I think that lame duck window may be it.
