Yeah, The circle that was managed by Abramoff was:
Business gives to the congressman's campaign to get him elected. The Congressman then gives them the legislation they want. The business gives a little kickback to the congressman.
Occasionally, they get smart and have two congressmen flip roles doing the favors for the others business partners. Alomost impossible to prove.
