Goss fired for incompetence

The WaPo page A01 story says that Goss was fired because he was incompetent. (This is the article Dana Priest was talking about earlier.)
But senior administration officials said Bush had lost confidence in Goss, 67, almost from the beginning and decided months ago to replace him. In what was described as a difficult meeting in April with Director of National Intelligence John D. Negroponte, Goss was told to prepare to leave by May, according to several officials with knowledge of the conversation.

But this doesn't explain why it was apparently rushed out today, or why there was no successor or acting director standing by to be named. I just find this "it was planned" characterization doesn't fit the facts. Why did the DoD folks not know this was coming? Why did Negroponte not know? Why did Bush suddenly cut short an appearance to make this happen today?

The only way this incompetence theory works is if Bush, already unhappy, threw a massive fit and fired him on the spot or Goss just up and resigned. But what would prompt that? And, even then, why rush this out? Why abandon any attempt to handle this in a politically sensitive way? Why did it have to happen so quickly?

In the same article, Dusty Foggo, the guy who was so innocent in his dealings with Cunningham briber Wilkes, just happens to be resigning next week. (WSJ is officially reporting that "Kyle "Dusty" Foggo, is under federal criminal investigation in connection with awarding agency contracts.")

There's still more story here. There's something that we don't know.

(And, not really a surprise I guess, the current favorite to replace Goss is Gen. Michael Hayden who is best known for implementing the dubiously legal NSA warrantless wiretapping. Is it any surprise then, that Hayden also "has a close rapport with Vice President Cheney?")

In view of Cheney gaining influence over the CIA, is it time to bring back the Date the Iran Bombing Contest?

  • If Goss was fired for incompetence, that would make it the first time anybody in the administration has been fired for incompetence.

    And as you say, why does Goss go today? Why go before a replacement can be named? Why go so close to the revelations that his # 3 man, Foggo, is being investigated in the Cunningham/Wilkes scandal?

    This doesn't pass the smell test. Something else happened to bring this on today

    Now if Michael Hayden gets tapped to replace Goss, how rough are the Senate hearings going to be? Between the NSA domestic spying program and the close relationship to Cheney, you'd have to think there'll be plenty of questions to ask and controversial topics to cover.

  • Something big is about to blow and this is just the early carnage. When Kristol proclaims impending doom on Fox and they get call from the White House to give him the hook and cut to Chris Matthews, it's not business as usual.

    And yes definitely keep the Date the Iran bomb contest going. I'm already in but it's still timely.

    Incompetence is honored with promotions and medals in this administration. I don't think anyone buys this for a second.

  • Reuters reported this on the appointment of Goss:
    "I couldn't get a job with CIA today. I am not qualified," the Florida Republican told documentary-maker Michael Moore's production company during the filming of the anti-Bush movie "Fahrenheit 9/11."

    A day after Bush picked Goss for the top U.S. spy job, Moore on Wednesday released an excerpt from a March 3 interview in which the 65-year-old former House of Representatives intelligence chief recounts his lack of qualifications for employment as a modern CIA staffer.

  • It's really funny, maybe I was just tired last night after chasing that story all day, but it never even occurred to me that nobody gets fired for incompetence.

    The only one who has been openly fired for incompetence was Michael Brown, and that was only after HUGE public pressure and people dying because of his failures on national TV.

    I think everybody's right in challenging the incompetence cause. Although, I must admit that if that major story doesn't break in a couple of days, and it's not just Foggo, we may never know.

    Goss may have refused to do something (torture, whatever) or he may have resigned over some black program we'll never hear about. However, since he apparently has so many enemies, the truth may be leaked. And, it could be that he had different ideas on Iran or something. History does show that those who stood against Iraq got fired.(maybe that's coming off the "rapport with Cheney")

    Or, it could be good old hookers and bribery.

    I think my judgement on this is being affected because I want so badly for something to happen, for someone to be punished, for torture and renditions and secret prisons. To me, that, and the invasion of Iraq are the two greatest crimes of this administration, and the public is beginning to become aware of Iraq, but torture emerged in the national outrage, Bush did the signing statement, and then resubmerged.

    I'm sure there will be lots more on this today. This is just a stream on consciousness respone to your comments first thing in the morning.

    I just don't feel(want it to be) incompetence. I think there's got to be something more.

  • Also, I hope it breaks quickly because I think it would make for interesting Sunday talk shows, and also, after all this time, I don't want anything to get in the way of the Rove indictment.

    It's like I can smell dinner in the oven with Rove. It smells so good, and I know it's soon, and I keep checking my watch. I just hope this Goss deal isn't a telemarketer right in the middle of my Rove feast I've been planning for months.

  • For what it's worth, the NY Daily News says the Cunningham/Wilkes defense contract scandal is the real reason for Goss' abrupt resignation:

    "'It's all about the Duke Cunningham scandal,' a senior law enforcement official told the Daily News in reference to Goss' resignation. Duke, a California Republican, was sentenced to more than eight years in prison after pleading guilty in November to taking $2.4 million in homes, yachts and other bribes in exchange for steering government contracts.

    Goss' inability to handle the allegations swirling around Foggo prompted John Negroponte, the director of National Intelligence, who oversees all of the nation's spy agencies, to press for the CIA chief's ouster, the senior official said. The official said Goss is not an FBI target but 'there is an impending indictment' of Foggo for steering defense contracts to his poker buddies.

    One subject of the FBI investigation is a $3 million CIA contract that went to Wilkes to supply bottled water and other goods to CIA operatives in Iraq and Afghanistan, sources said."

  • I think that's it, dead on.

    I just wish there was a more reliable source reporting that, ya know? That only sort of explains the apparent haste though. If Goss is only guilty by association, why was it so necessary to let him go immediately, and let Dusty Foggo apparently decide for himself to resign next week.

    I mean, if Goss is only guilty by association, I don't think the "former official" title is as important. Certainly a resignation might be in order, but again, why so quickly if Goss is clean? Last straw on the weary camel's back?

    Thanks for the story. Let me chew on it a little bit with some of the details we know.
