It's no surprise that there are programs that have not yet come to the public eye.As for supposed "legal grounds" we know President Bush and his administration officials, to be liars and do not follow the law.

Yeah. And this story seems to be unspooling even further overnight.Bush ordered the officials to Ashcroft's hospital bedside.They "inserted" a paragraph in a CIA report to justify the programs.
