Indian official claims ISI involved in Mumbai attacks.

In New Delhi, a high-level source in the Indian government, speaking on the condition of anonymity, said India has "clear and incontrovertible proof" that an Islamist militant group based in Pakistan, Lashkar-i-Taiba, planned the attacks and that the group's leaders were trained and supported by Pakistan's powerful Inter-Services Intelligence agency, or ISI.

We haven't seen anything in public yet to concretely establish that link, but this would be a big, big deal.

(And I don't know Indian politics well enough to judge whether this is credible or "Cheney-like.")

Later: Interesting that this finger pointing at Pakistan was placed right before two Indians were arrested related to the plot.

  • To understand the ISI, one has to stop thinking of them as an arm of the Pakistani government and look at them as more akin to an organised crime syndicate. They are funded by the government, yes, but they also have substantial revenue-generating operations in opium, arms, industrial espionage, blackmail, and "protection" rackets. Neither the government nor the military exercises more than marginal influence over them at the edges.

    It's like thinking that the Mafia exists to advance the foreign policy objectives of Italy.

    While I doubt that that the ISI actually planned the attacks, it is very likely that powerful elements within the ISI were aware of the plans in advance and could have stopped it. It may very well be that the ISI is losing control over parts of its operations, or that their control is limited to certain elements within organisations.

    The ISI exists to accumulate wealth and power and, as an afterthought, it considers the interests of Pakistan or countering the interests of India. It would take the equivalent of an Elliot Ness within the Pakistani military, along with the political will, to return the ISI to what it was originally intended to be.
