According to the broad media consensus, Obama must pick a VP who has vast foreign policy experience, BUT, who is also an outsider and never been to Washington.

Vladimir Putin, perhaps? Vast foreign policy experience (everything he does is foreign). I'm not sure if he has been to Washington, even if he has been to Crawford.
