It's probably because, unlike Bush, Cheney is just a patently, chillingly, evil man. Bush is just and asshole; Cheney is down right scary.

EPM, I think you're right about Cheney. That's a good observation, because I can only make Cheney jokes in the most extreme circumstances.
There's nothing "silly" about the man whereas Bushh is all puffed up silly.
