Liars
Apparently, there's an editorial rule that prohibits the use of "lie" or any form thereof.
These "unsubstantiated figures" were promoted in the hugely important Petraeus Report to Congress.
Highly promising figures that the administration cited to demonstrate economic progress in Iraq last fall, when Congress was considering whether to continue financing the war, cannot be substantiated by official Iraqi budget records, the Government Accountability Office reported Tuesday.

I agree that the use of the word "lie" seems to be verboten in, shall we say, legitimate news stories. Particularly when writing about the President of the United States. While calling the president a liar may be off base, I do think the press should be more aggressive with fact checking and less timid about pointing out for there reader the difference between reality and Bush's "beliefs".

It just seem to be such a formalized construction to get away from any direct statements that they intentionally deceived.
