I thought it was interesting in Crocker's testimony that he seemed to pooh-pooh the lack of legislation by suggesting that many things like revue sharing were actually taking place, albeit informally and unofficially.
Again, there is no government, per se, in Iraq. There is little more than disparate power bases cajoling, maneuvering,... and killing... for power.

It's hard to see how 'provisional' contracts could get signed without Talabani or Barzani being involved.
