Sen. John Kerry of Massachusetts, the Democratic presidential nominee in the last election, had the floor as the sun started rising over Capitol Hill.

I was tempted to say that "None of the Above" should be a choice in all presidential elections. But given that about half of eligible voters don't bother to vote for president, I guess it already does.
