Iraqis near an oil deal?
The NYTimes has a long, expository piece reporting nearness on an oil revenue sharing agreement in Iraq. However, I think I might be a bit more convinced if the article contained a quote (and possibly sourcing) from more than one Kurdish Deputy PM.
He is the chairman of the committee, but somehow, I would think if a deal was in the offing, there might be an available quote from somebody else.
So, I'll put it in the "I'll believe it when I see it" category.

It reads like progress. I think it is worth noting that the Kurds are influenced by foreign investors seeking more national-level authority for their actions.
The Kurds might also suspect that the government won't be around for long.

True and True.
I've seen a couple of stories about frustrated oil companies who rushed into Kurdish oilfields, struck deals with them and then have been living under the threat of having them voided.
Even if no deal is near, the Kurds have incentive to say that one is.
