Does Venezuela practice torture? I think this is an attempt to demonize Chavez following his speech at the UN.

Well, this case has been ongoing awhile, and that claim of fear of torture has always been in the case, so I would guess not. The argument used is against Chavez, but I don't think it's specific to that speech.
