They refused to let the Red Cross help.
The Dept of Homeland Security refused to let the Red Cross into NO to help (see here and here) so that people would be forced to evacuate the city.
Looks like it worked, eh? We saw the pictures of old people in wheel chairs and barely able to walk, I'm sure they all made it out, and now we've got at least one story from the other end of the age spectrum.

BATON ROUGE, La. -- In the chaos that was Causeway Boulevard, this group of refugees stood out: a 6-year-old boy walking down the road, holding a 5-month-old, surrounded by five toddlers who followed him around as if he were their leader.Yeah, I'm sure all the abandoned children understood that the lack of food and water was for their own good, to get them to leave the city. This is really a miracle when you think what must've been involved. Just makes me wonder how many of the old and young that policy killed.
